This decision is subject to the following conditions:
The development hereby permitted shall be begun before the expiration of five years from the date of this permission.
Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990.
The permission shall relate to the originally submitted plan(s) and to the amended plans received on 16th July 2003, drawing numbers 0214.11 rev A, 0214.14 rev A and amended plans received on 13th June 2005, drawing number 0214-12 rev C and amended plans received on 25 July 2005, drawing numbers 0214-10 rev E, 0214-15 rev F, 0214-13 rev B.
Reason - To define the permission.
Prior to any building works being first commenced, a precise specification of the proposed brick to be used, a sample of at least four bricks to provide a representative range of the colour and texture of the brick, together with a specification of the proposed mortar mix, pointing profile and finish, jointing width and bond of the brickwork, shall be submitted to and approved in writing by the Local Planning Authority. For the avoidance of doubt, a sample panel of the brickwork using the bond, mortar, jointing and pointing proposed, shall be provided and retained on site during building works as a reference. Details of the methods of spanning structural openings, band, string or dentil courses, parapets and copings, cills, and corbelling to chimney cappings shall be approved in the same manner.
Reason - To ensure the historic and architectural character and appearance of the conservation area is properly preserved or enhanced, in accordance with Policies CB3 and CB4 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV13 of the Wychavon District Local Plan Review Second Deposit (June 2003).
Prior to any building works being first commenced, samples of the natural stone walling shall be submitted to and approved in writing by the Local Planning Authority. The stone thus approved shall be laid in coursing to match that of the existing walls. All pointing shall be in lime putty bagged flush with the face of the stone. Details of the means of spanning structural openings, window surrounds, quoins, kneelers, band or string courses shall be approved in the same manner.
Reason - To ensure the historic and architectural character and appearance of the conservation area is properly preserved or enhanced, in accordance with Policies CB3 and CB4 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV13 of the Wychavon District Local Plan Review Second Deposit (July 2003).

Prior to any building works being first commenced, detailed drawings of the proposed rooflight(s) showing design, materials and profile shall be submitted to and approved in writing by the Local Planning Authority before fixing in place and shall be fitted so that it is flush with the outer plane of the roof slope.

The precise floorslab levels of each new dwelling, relative to the existing development on the boundary of the site shall be submitted to and approved by the Local Planning Authority prior to the commencement of the development.
Reason - In order to ensure that the overall appearance of the development is satisfactory.
No development shall take place until full details of both hard and soft landscape works have been submitted to and approved by the Local Planning Authority. These details shall include number(s) (3, 8,9, 10, 11 and 12) following:-
1. earthworks (including the grading and mounding of land and the finished site levels or contours, showing relationship to existing and proposed vegetation and to surrounding land form);
2. means of enclosure within the development site;
3. treatment of the development site boundaries (including position, design, materials and type of boundary treatment);
4. car parking layouts;
5. lighting whether freestanding or attached to other structures;
6. minor artefacts and structures (including furniture, play equipment, refuse or other storage units and signs);
7. proposed and existing functional services above and below ground (eg. drainage, power, communications cables, pipelines etc. indicating lines, manholes, supports etc.);
8. planting plans, including tree, hedge, shrub and grassed area planting and a written specification (including cultivation and other operations associated with plant and grass establishment);
9. a schedule of plants noting species, plant sizes and proposed numbers and densities;
10. retained historic landscape features including hedges and water features and proposals for restoration, where relevant;
11. a programme of implementation;
12. a schedule of maintenance for a period of five years commencing at the completion of the final phase of implementation, the schedule to make provision for the replacement, in the same position, of any plant that is removed, uprooted or destroyed or dies or, in the opinion of the Local Planning Authority, becomes seriously damaged or defective, with another of the same species and size as that originally planted.
The works shall be carried out in accordance with the approved details, the programme of implementation and the schedule of maintenance.
Reason - The Council considers that these requirements are necessary to protect and enhance the visual amenities of the area and to discharge its duty under S197 of the Town and Country Planning Act 1990.
All approved hard and soft landscaping works and tree planting shall be carried out in accordance with the programme approved by the local planning authority as part of the scheme.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995, as amended, nothing in Article 3 and Schedule 2 to that order shall operate so as to permit any development specified in Part 1, Classes A, B, C, D, E, G and H of the said schedule and no such development shall be carried out at any time without an express grant of planning permission under Part III of the Town and Country Planning Act 1990.
Reason - In order that the Local Planning Authority can gain control over the development and preserve the amenities of the adjoining properties.
Demolition, clearance or construction work and deliveries to and from the site in connection with the development hereby approved shall only take place between the hours of 08.00 and 18.00hrs Monday to Friday and 08.00 and 13.00hrs on a Saturday. There shall be no demolition, clearance or construction work or deliveries to and from the site on Sundays or Bank Holidays.
Reason - To preserve the amenities of the locality.
No development shall take place until the applicants, or their agents, or successors in title have undertaken and submitted to the Local Planning Authority a Wildlife Survey and Programme of Implementation of the application site to assess whether any Barn Owls or other species protected by the Wildlife Countryside Act 1991 are resident on site. The submitted details shall include timing of the works and other measures which may be required to ensure no resident Protected Species or their habitats are disturbed by the works hereby authorised. The development shall not commence until the Wildlife Survey and Programme of Implementation has been approved in writing by the Local Planning Authority, and the approved works or other measures carried out on site.
Reason - In order to ensure species protected by the Wildlife and Countryside Act 1991 are not disturbed.
The garages shown on the approved plans shall be kept available for storage use and shall not be converted into habitable accommodation.
Reason - In order to ensure that garage accommodation remains available for the residential use and so as to restrict pressure for additional or alternative garaging in new buildings, which may spoil the setting and character of the barns.
No development shall take place within the area indicated (this would be the area of archaeological interest) until the applicants, or their agents or successors in title, has secured the implementation of a programme of archaeological work in accordance with a written scheme of investigation which has been submitted by the applicant and approved in writing by the Local Planning Authority.
Reason - To protect archaeological interest on the site.
The development hereby permitted shall not be occupied until drainage works for the disposal of surface water and foul sewage have been carried out in accordance with the details to be submitted to and approved by the Local Planning Authority in writing.
Reason - To avoid unnecessarily taking up capacity within the public sewerage system specifically provided for the essential disposal of foul sewage. There are no public surface water sewers available within the vicinity of the site to serve this development. To ensure that the development is provided with a satisfactory means of drainage and to reduce the risk of creating or exacerbating a flooding problem.
The two first floor bedroom windows on the eastern elevation to Unit 1 shall be permanently obscure glazed.
Reason - To preserve the amenities of adjoining properties.
The development hereby permitted shall not be brought into use until the access, turning area and parking facilities shown on the approved plan have been properly consolidated, surfaced, drained and otherwise constructed in accordance with details to be submitted to and approved in writing by the Local Planning Authority and these areas shall thereafter be retained and kept available for those uses at all times.
Reason - In the interests of highway safety and to ensure the free flow of traffic using the adjoining highway.
Development shall not begin until wheel cleaning apparatus has been provided in accordance with details to be submitted to and approved in writing by the Local Planning Authority, and which shall be operated and maintained during construction of the development hereby approved.
Reason - To ensure that the wheels of vehicles are cleaned before leaving the site in the interests of highway safety.
Development shall not begin until parking for site operatives and visitors has been provided within the application site in accordance with details to be submitted to and approved by the Local Planning Authority and such provision shall be retained and kept available during construction of the development.
Reason - To prevent indiscriminate parking in the interests of highway safety.
Notwithstanding the details shown on the approved plan, a 2m high brick wall shall be constructed along the whole of the eastern boundary to the site.
Reason - To preserve the amenities of adjoining properties.

Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policies CB5, CB9 and CB11 of the Adopted Wychavon District Local Plan (January 1998).
Prior to any building works being first commenced, details of a precise specification of the proposed materials for the landscaping of the site (including roads, paths, parking areas and other hard surfaces) shall be submitted to and approved in writing by the Local Planning Authority.
