This decision is subject to the following conditions:

  1. The change of use of the land to domestic curtilage, including the erection of a boundary fence, would result in an unacceptable loss of open green space and an inevitable extension of domestic paraphenalia, which would increase the intrusive nature of the development. The proposal would therefore be harmful to the visual amenities of the locality and detrimental to the street scene and character of the area. The proposal is therefore contrary to Policy SUR12, GD2 and COM14 of the Wychavon District Local Plan REview First Deposit.

  2. The erection of a boundary fence and use of the land as domestic curtilage would be harmful to the outlook of adjoining properties and would adversely affect the amenities of the occupiers of adjoining properties through overlooking. The proposal is therefore contrary to Policies SUR5, SUR12 and GD2 of the Wychavon District Local Plan Review First Deposit.

  3. The erection of a boundary fence as proposed would further enclose the adjacent pedestrian access route and would also restrict passive surveillance of users of the footpath and adjoining properties, which may increase crime and the fear of crime. The proposal is therefore contrary to Policy D43 of the adopted Worcestershire County Structure Plan and Policies GD2 and SUR2 of the Wychavon District Local Plan Review First Deposit.
