Case Officer: Mike Hurst

Status: Appeal Decided

Decision: Refused - Planning

This decision is subject to the following conditions:

  1. It is considered that the proposed additional classrooms extension to the existing school, in this green belt location, would be unacceptable due to the increased overall scale and mass of the building. The further extension would unacceptably increase the overall impact of the school on the surrounding area and road infrastructure. This would be detrimental to the visual amenities of the green belt and adversely affect the amenities of the occupiers of nearby residential properties, as a result of both additional visual intrusion and an increase in activity on the site with associated additional traffic generation to and from the school via Grange Lane and Danes Green. It is therefore considered that the development would be contrary to Policies D28 and D39 of the adopted Worcestershire Country Structure Plan, Policy BC2 of the adopted Wychavon District Local Plan and Policies GD2, SR7 and SUR3 of the Wychavon District Local Plan Review First Deposit.

  2. It is considered that the extra traffic which would be generated as a result of the proposed additional classrooms, in addition to the traffic which is already generated by the school and developments served via Grange Lane, could not be satisfactorily accommodated in Grange Lane, which has been improved to minimal standards, or at the junction of Grange Lane and the Droitwich Road (A38), without detriment to the safety and free flow of traffic and detriment to other road users, including the occupiers of existing adjoining dwellings and pedestrians.
