This decision is subject to the following conditions:

  1. Application for approval of reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission. The development hereby permitted shall be begun either before the expiration of:

    (a) five years from the date of this permission

    or

    (b) before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later.

    Reason - In accordance with the requirements of Section 92(2) of the Town and Country Planning Act 1990

  2. Approval of the details of the siting, design and external appearance of the building(s), the means of access thereto and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority in writing before any development is commenced.

    Reason - This permission is in outline only and further details of the reserved matters are required to ensure satisfactory development.

  3. The vehicular access and parking shall be laid out as depicted on the plan previously submitted, received 2nd July 2003, unless otherwise agreed in writing by the Local Planning Authority.

    Reason - In the interests of highway safety.

  4. Before any other works hereby approved are commenced, the construction of the vehicular access shall be carried out in accordance with a specification to be submitted to and approved in writing by the Local Planning Authority, at a gradient not steeper than 1 in 12.

  5. Before any other works hereby approved are commenced, visibility splays shall be provided from a point 0.6 metres above ground level at the centre of the access to the application site and 2 metres back from the nearside edge of the adjoining carriageway, (measured perpendicularly), for a distance of 33 metres in each direction along the nearside edge of the adjoining carriageway. Nothing shall be planted, erected and/or allowed to grow on the triangular area of land so formed which would obstruct the visibility described above.

  6. PRIOR TO THE FIRST OCCUPATION OF THE DWELLING HEREBY APPROVED space shall be laid out within the application site for the parking and turning of vehicles to comply with the Council's standards. The parking and turning areas shall be properly consolidated, surfaced and drained in accordance with details submitted to and approved in writing by the Local Planning Authority and these areas shall not thereafter be used for any other purpose than the parking and turning of vehicles.

    Reason - In the interests of highway safety and to ensure that the free flow of traffic using the adjoining highway.

  7. Development shall not begin until parking for site operatives and visitors has been provided within the application site in accordance with details to be submitted to and approved by the Local Planning Authority and such provision shall be retained and kept available during construction of the development.

    Reason - To prevent indiscriminate parking in the interests of highway safety.

  8. The development hereby permitted shall not commence until drainage works for the disposal of surface water and or foul sewage have been carried out in accordance with the details submitted to the Local Planning Authority in writing.

    Reason - To ensure that the development is provided with a satisfactory means of drainage, and to reduce the risk of creating or exacerbating a flooding problem.

  9. The proposed development shall be restricted to a single storey dwelling not occupying more than 75 square metres footprint with no habitable accommodation in the roof space.

    Reason - To preserve the amenities of adjoining properties and the amenity of the locality.

  10. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995, as amended, nothing in Article 3 and Schedule 2 to that order shall operate so as to permit any development specified in Part 1 classes A to F inclusive of the said schedule and no such development shall be carried out at any time without an express grant of planning permission under Part III of the Town and Country Planning Act 1990.

    Reason - In order that the Local Planning Authority can gain control over the development and preserve the amenities of the adjoining properties.
