This decision is subject to the following conditions:

  1. It is the policy of the Local Planning Authority, as set out in Policies D33 of the Worcestershire County Structure Plan and ECON19 of the adopted Wychavon District Local Plan Review (Second Deposit) to strictly control the location of new retail development in the countryside in the interests of protecting the vitality and viability of defined shopping centres. This proposal would reinforce the attractiveness of the Evesham Country Park as an out-of-town shopping destination to the likely detriment of Evesham Town Centre. As such, it would be contrary to local, county and national retail policy as set out in the adopted Structure Plan and emerging Local Plan, and also in the Governments Planning Policy Guidance Note 6 "Town Centres and Retail Development".

  2. The proposed development would be likely to generate increased trips by private vehicle to the Evesham Country Park by virtue of its out-of-town location and its poor accessibility by other means of transport. The proposals would not comply with the aims and objectives of Policies SD4, SD9,D33 and T1 of the adopted Worcestershire County Structure Plan, Policies GD1 and ECON19 of the Wychavon District Local Plan Review (Second Deposit) and the advice and guidance contained in PPG13 "Transport", all of which aim to control the location of new development to sites which are accessible by a variety of methods of transport. The proposal would be incompatible with the principles of sustainable development underlying the current planning policy framework.
