This application relates to a dwelling house set amidst a number of listed buildings within the designated Conservation Area of Bredon, where it is the policy to ensure that new development both preserves and/or enhances the character and appearance of the Conservation Area and would not be detrimental to the setting of listed buildings. The proposed development, by virtue of its design, scale and siting is considered to have a harmful effect on the special architectural qualities of the original listed building and would neither preserve nor enhance the character and appearance of the Conservation Area. It is considered that the proposed development would adversely affect the amenities of the adjoining residential property by reason of the over shadowing and obstruction of outlook which would be caused by the extension. The proposed development would thereby conflict with policies H8, CB3, CB4 and CB5 of the adopted Wychavon District Local Plan, CT20 of the adopted Worcestershire County Structure Plan and Section 16, 66 and 72 of the planning (Listed Buildings and Conservation Areas) Act 1990 and the advice and guidance set out in PPG15 'planning and the Historic Environment'. It would be contrary to the aims and objectives of Policies SUR1, SUR9, ENV15, ENV16 and ENV13 of the Wychavon District Local Plan Review First Deposit and Supplementary Planning Guidance - House Extensions Advice Note.
