This decision is subject to the following conditions:

  1. The development hereby permitted shall be begun before the expiration of five years from the date of this permission.

    Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990.

  2. Details of the form, colour and finish of the materials to be used externally on the walls and roofs shall be subject to the approval, in writing, of the Local Planning Authority before any work on the site commences.

    Reason - To ensure that the development is visually satisfactory.

  3. Prior to the development hereby being first occupied, the first floor windows on the north and east elevations shall be permanently glazed with obscure glass and shall be non-opening. The patent rooflight on the east elevation shall be treated in the same manner.

    Reason - To preserve the amenities of the locality.

  4. Details of the form, construction and finish of the patent rooflights shall be agreed in writing by the Local Planning Authority before they are inserted in the roof.

    Reason - In order to ensure that the overall appearance of the development is satisfactory.

  5. The premises shall be used for storage and workshop purposes (fine art restoration and associated works) and for no other purpose, including any other purpose in Class B1 of the Schedule to the Town and Country Planning (Use Classes) order 1987, or in any provision equivalent to that Class in any Statutory instrument revoking and re-enacting that Order with or without modification.

    Reason - To preserve the amenities of the locality.

  6. The development hereby permitted shall not be occupied at any time other than in connection with Picton House as a Fine Arts Gallery and Showrooms.

    Reason - To retain planning control over the use of the building hereby approved.

  7. There shall be no open storage of materials or equipment on the site. Any waste materials shall be kept in suitable containers and in positions on the site all as agreed, in writing, by the Local Planning Authority. These details shall be submitted and approved before the development hereby permitted is first commenced.

    Reason - To preserve the amenities of the locality.

  8. The development hereby approved shall only be used between the hours of 0800 and 1800 hours Monday to Friday and 0800 to 1300 hours on Saturday. There shall be no Sunday or Bank Holiday use.

    Reason - To preserve the amenities of the locality.

  9. The development hereby permitted shall not be brought into use until an area has been properly laid out, consolidated, surfaced, drained and the spaces demarcated on the ground within the application site for the parking of nine cars and for cars to turn so that they may enter and leave the site in forward gear. This area shall thereafter be retained kept available for those uses at all times.

    Reason - To minimise the likelihood of indiscriminate parking in the interests of highway safety.

  10. Before any other works hereby approved are commenced, the construction of the vehicular access shall be carried out in accordance with a specification to be submitted to and approved in writing by the Local Planning Authority, at a gradient not steeper than 1 in 12.

    Reason - In the interests of highway safety.
