It is considered that, by reason of the prominent location, design, materials and finish of the solar panels, they would have a materially harmful impact on the character and appearance of this listed building and wider group. It is considered that the harm caused would outweigh the benefits of provision of small-scale renewable energy facilities. Consequently, this development is contrary to County Structure Plan Policies SD2 and ENV1; to Local Plan Policies BC16, CB5 and CB11; and to Local Plan Review Policies GD2, RES2 and ENV15.
