This decision is subject to the following conditions:
The two storey side extension is considered to be visually prominent in this elevated rural location and, due its height, width and bulk, it is not considered to be in scale with or subservient to the original dwelling and would become the dominant feature. This is considered to be to the detriment of the character of the existing property and the wider rural area. The proposal fails to comply with the Adopted Supplementary Planning Guidance on Household Extensions, policy H9 of the adopted Wychavon District Local Plan and policies GD2 and SUR3, SUR9 and ENV1 of the Local Plan Review First Deposit.
The removal of the hedgerow to the front of the property and the replacement with a brick wall is considered to be out of keeping with the surrounding locality, which consists of rural hedgerows. The proposed wall by virtue of its siting, length, materials and design is considered to form a prominent urban feature, which would be detrimental to the rural character of the area. The proposal does not comply with policy CTC1 of the adopted Worcestershire County Structure Plan, or policies GD2 and ENV1 of the Wychavon District Local Plan Review First Deposit.
Notwithstanding the above reasons for refusal, it is considered that the submitted plans and elevations do not correspond, therefore making the submitted details inaccurate.
