The Local Planning Authority considers that the status of the building is an agricultural building notwithstanding the intervening unauthorised uses. The applicants have not submitted any information that the building has been recently marketed for a commercial light industrial/business use, which has been unsuccessful. The change of use and conversion of the building to residential use is only acceptable when a business use is not appropriate. The Local Planning Authority considers that this site may be suitable for a light industrial or office use. It is therefore considered that the proposal does not comply with PPG7, policies D10 or D16 of the adopted Worcestershire County Structure Plan or policies RES10, RES11 or SR3 of the Wychavon District Local Plan Review First Deposit.
