This decision is subject to the following conditions:

  1. The proposal comprises an extension which more than doubles the indoor floorspace available to service lorries and other large vehicles at the premises. It is the policy of the District Council, as set out in both the adopted Wychavon District Local Plan and the Wychavon District Local Plan Review Second Deposit, together with the adopted Supplementary Planning Guidance 'Lorries in the Vale of Evesham' to strictly control development proposals likely to increase the numbers of HGV movements within the Vale Policy Area. It is considered that this increase in capacity is likely to generate additional heavy goods vehicles travelling to and from the premises, a proportion of which would originate from beyond the industrial estate within which the applicant's premises are located. The proposed extension will therefore generate an increase in the numbers of such vehicles using the supporting road network in the Vale of Evesham. The proposal is therefore contrary to Policy T1 of the adopted Worcestershire County Structure Plan, Policy ECON5 of the Wychavon District Local Plan Revised Second Deposit and the policy approach set out in the Lorries in the Vale of Evesham Supplementary Planning Guidance.

  2. In addition, it is considered that the application lacks sufficient evidence to demonstrate that suitable alternative means of accommodating the growth in the site's activities have been investigated in respect of other accommodation elsewhere on the industrial estate. The proposal is therefore contrary to Policy T1 of the adopted Worcestershire County Structure Plan, Policy ECON5 of the Wychavon District Local Plan Revised Second Deposit and the policy approach set out in the Lorries in the Vale of Evesham Supplementary Planning Guidance.
