This decision is subject to the following conditions:
The application site lies within an area of confirmed Green Belt, in a location characterised by open countryside outside of any defined settlement boundary. The proposed development occupies a prominent location, especially when viewed from an adjacent public footpath which crosses the site, and it is considered that the development proposed is materially harmful to the openness, character and appearance of the Green Belt and to the amenities of the existing adjacent dwellings. There is a general presumption against the proposed development and there are no very special circumstances which would outweigh the harm caused in this case. The proposed development is therefore contrary to Worcestershire County Structure Plan Policies D12, D17, D39 and CTC1; to Wychavon District Local Plan Polices BC2 and H9; to Wychavon District Local Plan Review Polices GD1, GD2, SR7 and ENV1; and to the advice contained within PPG2.
Notwithstanding Reason 1 above, it is not considered that a genuine need for the use of this land as a private gypsy site has been demonstrated, or that such a need (should it exist) constitutes very special circumstances which would outweigh the locational objections contained within Reason 1 above. This site is poorly located with respect to necessary facilities and services and the development proposed is contrary to Worcestershire County Structure Plan Policy D18; to Wychavon District Local Plan Policy H18; to Wychavon District Local Plan Review Policy COM7 and to the advice contained within Circular 1/94.
