The site lies within the Green Belt as defined in the approved Worcestershire County Structure Plan and the adopted Wychavon District Local Plan. There is a general presumption against new development within the Green Belt and in this case there are no exceptional circumstances which would justify the Council granting permission for the proposed building as the building is not solely for agricultural purposes. The proposed building by way of its height, size, siting, design and proposed groundworks would have a harmful visual impact on the character of the Green Belt in this rural location and would therefore constitute inappropriate development in the Green Belt which would be harmful to the Green Belt. In addition the building would appear unduly prominent when seen from outside the site and from the adjoining public right of way. The proposals would fail to comply with the guidance in PPG2 and would also be contrary to policies D39 and CTC2 of the adopted Worcester County Structure Plan, policies BC2 and AG14 of the adopted Wychavon District Local Plan, and policies SR7, SUR1A, GD2 and ECON7 of the Wychavon District Local Plan Review Revised Deposit.
