Status: Decided
Decision: Refused - Change of Use
This decision is subject to the following conditions:
It is proposed to construct three log cabins for holiday letting purposes involving construction/extension of an access road and parking facilities in a rural area will away from any existing settlement. The structures are considered to be substantial new buildings and are therefore in conflict with Policy ECON8 of the Wychavon District Local Plan Revised Second Deposit which resists such development in rural areas for tourist overnight accommodation. In addition, the cabins are isolated from the associated farm complex, Rockery Farm, and the Policy further requires that development of this type should be located so as to be seen in the context of existing buildings. The proposal is, therefore, contrary to Policies ECON8 and ECON21 of the Wychavon District Local Plan Revised Second Deposit, Policy AG16 of the Adopted Wychavon District Local Plan and Policy D30 of the Adopted Worcestershire County Structure Plan.
In addition, the proposed cabins are sited in a remote location within both the Cotswold Area of Outstanding Natural Beauty and Area of Great Landscape Value and neither conserve or enhance the character, appearance and special qualities of the landscape, nor is this location readily accessible by any transport made other than the car. The proposal is contrary, therefore, to Policies ENV1 and ENV2 of the Wychavon District Local Plan Revised Second Deposit, Policies SD8, CTC1,CTC3, CTC4, RST7 and RST14 of the Adopted Worcestershire County Structure Plan.
