This decision is subject to the following conditions:
The proposed development lies outside the defined development boundary for Fladbury, as shown on the Proposals Map of the adopted Wychavon District Local Plan, where it is the policy of the Local Planning Authority to contain the settlement and not to permit further residential development to encroach into the surrounding rural area, unless it can be demonstrated that such housing fulfils the limited exceptions set out in Policy H9 of the Local Plan, Policy D10 of the adopted Worcestershire County Structure Plan and Policy GD1 of the Wychavon District Local Plan Review (First Deposit) (agricultural workers dwellings, replacement dwellings, conversions of redundant rural buildings or housing to meet local low cost housing need). No such exception applies in this case and, in the opinion of the Local Planning Authority, the circumstances of this case are not so exceptional as to justify the overriding of established planning policies. The proposed development is, therefore, contrary to policies SD4, SD8 and D10 of the adopted Worcestershire County Structure Plan, policies BC1 and H9 of the adopted Wychavon District Local Plan and policies GD1 and GD2 of the Wychavon District Local Plan Review ( Second Deposit).
