The cottage is a Grade II* listed building fronting onto Coopers Lane with a large spacious garden to the rear and east of the property. The erection of a 1.8m high close-boarded fence within 1.0m of the east elevation is considered to be inappropriate and seriously detracts from the character and appearance of the property both in its appearance and siting close to the building and by creating a very restrictive setting for the building. The proposed development would thereby conflict with policies CB5 fo the adopted Wychavon District Local Plan ENV16 of the Wychavon District Local Plan Review Second Deposit.The proposed development would also fail to satisfy the requirements of Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and the advice and guidance set out in PPG15 'Planning and the Historic Environment'.
