This decision is subject to the following conditions:
The proposal seeks to rebuild/convert a modern rural building situated beyond a settlement boundary outside the Green Belt into a dwelling. No information or evidence has been submitted with the application to indicate that consideration has been given to the building's re-use first for an employment, community or recreational use, as required by Polices D10 and D16 of the Adopted Worcestershire County Structure Plan and RES10 and RES11 of the Wychavon District Local Plan Review Second Deposit. In addition, the conversion involves a considerable element of reconstruction/extension of the building and no structural survey has been submitted to indicate that it is suitable for the proposed conversion in it's present form, all of which is further contrary to the Council's rural building conversion policies. The proposal is, therefore, contrary to Policies RES10 and RES11 of the Wychavon District Local Plan Review Second Deposit, Policies AG11 and AG12 of the Adopted Wychavon District Local Plan and Policies D10 and D16 of the Adopted Worcestershire County Structure Plan.
The proposal is, in affect, one to build a new house on the site of an insignificant rural building which in this location within both the Broadway Conservation Area, Cotswold Area of Outstanding Natural Beauty, and Area of Great Landscape Value, would cause serious harm to the character and appearance of all and set a dangerous precedent for any further, similar proposals. The proposal is, therefore contrary to Policies BC4,BC5,CB3,CB4,C1,C1A and C2 of the Adopted Wychavon District Local Plan, Policies ENV1,ENV2 and ENV13 of the Wychavon District Local Plan Review Second Deposit and Policies SD2, CTC1 and CTC3 of the Adopted Worcestershire County Structure Plan.
