This decision is subject to the following conditions:

  1. The development hereby permitted shall be begun before the expiration of five years from the date of this permission.

    Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990.

  2. The premises shall be used for B1(c) and for no other purpose, including any other purpose in Class B1 of the Schedule to the Town and Country Planning (Use Classes) Order 1987, or in any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order with or without modification.

    Reason - To preserve the amenities of the locality.

  3. Details of any external alterations to, or re-cladding of, the buildings proposed to be used shall be submitted to and approved in writing by the Local Planning Authority before any of the buildings are first brought into us.

    Reason - To ensure that the development is visually satisfactory.

  4. The buildings indicated to be demolished shall be dismantled and the resulting materials shall be removed from the site before the remaining buildings, indicated on the submitted plans, are first brought into use for B1(c) purposes.

    Reason - In order to prevent an over-development of the site and to preserve the amenities of the area.

  5. All existing trees and hedges on site unless otherwise indicated on the approved plan to be removed, shall be retained and shall not be felled, topped or lopped or otherwise removed without the previous written consent of the Local Planning Authority.

    Reason - To preserve the amenities of the locality.

  6. No development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a plan indicating the positions and the landscaping of the site boundary and car parking areas. The boundary treatment and the lanscaping of the car parking areas shall be completed in accordance with a timetable agreed in writing with the Local Planning Authority. Development shall be carried out in accordance with the approved details.

    Reason - In order to ensure that there is an acceptable form of screening to the site in the interests of the visual amenities of the area.

  7. No work shall commence upon the development hereby authorised by this permission until the engineering details of the improvements to Priory Farm Lane, as indicated in principle on the deposited plans, drawing number, 3030-03, Figure 4, Rev, A, have been submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the safe and free flow of traffic on the highway.

  8. In addition to the improvements required by the preceeding condition signs to accord with the requirements set out in The Traffic Signs Regulations and General Directions 2002 shall be provided at and in the vicinity of the A422/Priory Farm Lane junction. The precise design and location of these signs shall be indicated on a drawing to be submitted to and approved in writing by the Local Planning Authority in consultation with the Highway Authority.

    Reason - In the interests of highway safety and to ensure the freeflow of traffic using the adjoining highway.

  9. The improvements to Priory Farm Lane and the provisions of the signs at and in the vicinity of its junction with the principal road, A422 shall be completed in accordance with its approved engineering details before the development authorised by this permission is brought into use.

    Reason - To ensure the free flow of traffic on the highway.

  10. All vehicles entering and exiting the site shall do so from the north. Suitable signs shall be provided on the applicants own land adjacent to the access directing all vehicles to turn right when exiting the site.

    Reason - In the interests of highway safety.

  11. Before the development hereby approved is brought into use, the existing vehicular access shall be re-constructed in accordance with a specification to be submitted to and approved in writing by the Local Planning Authority, at a gradient not steeper than 1 in 12.

    Reason - In the interests of highway safety.

  12. Prior to the occupation of the development hereby approved, the driveway and/or vehicular turning area shall be consolidated, surfaced and drained in accordance with details to be submitted to and approved in writing by the Local Planning Authority at a gradient not steeper than 1 in 8.

    Reason - In the interests of highway safety.

  13. The change of use hereby permitted shall not commence until an area has been properly laid out, consolidated, surfaced drained and the spaces demarked on the ground within the application site for the parking of 80 cars and the loading and unloading of 8 commercial vehicles and for car and commercial vehicles to turn so that they may enter and leave the application site in forward gear. These areas shall thereafter be retained and kept available for those uses at all times.

    Reason - To minimise the likelyhood of indiscriminate parking in the interests of highway safety.

  14. Means of vehicular access for construction traffic to the development hereby approved shall be from the north only via Priory Farm Lane and the A422.

    Reason - In the interests of highway safety.

  15. Development shall not begin until parking for site operatives and visitors has been provided within the application site in accordance with details to be submitted to and approved by the Local Planning Authority and such provision shall be retained and kept available during construction of the development.

    Reason - To prevent indiscriminate parking in the interests of highway safety.
