The application site occupies a prominent position at the entrance to Hill Close, a cul-de-sac characterised by semi-detached dwelling houses set back from the road along a defined building line with low level picket fences marking the property boundaries fronting the road. The fence subject of this application, by virtue of its scale, form, appearance and prominent siting appears as an unduly discordant and conspicuous visual feature locally and its retention is considered to be contrary to the aims and objectives of Policies SD2 of the adopted Worcestershire County Structure Plan and GD2, and SUR1A of the Wychavon District Local Plan Review (Second Deposit).
