Decision: Refusal of Listed Building Consent
This decision is subject to the following conditions:
The application seeks permission to carry out works to the shopfront and signage of a grade II listed building and adjoining building which is situated within the designated Pershore conservation area. The proposed fascia sign is to be constructed of vinyl letters with illumination from above provided from an aluminium light canopy. The amount of signage and materials proposed would be out of character and inappropriate to the listed building and the conservation area and thereby cause it harm. The Local Planning Authority has produced a shopfront policy guidance document and has used this to embark upon a continuous programme of raising the standard of shopfronts and signs. These proposals would introduce a retrograde step towards the Local Planning Authority's objectives. The proposed signage would thereby conflict with the statutory requirements of Sections 16 and 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990, policies CB19, CB20, CB21, CB3, CB4, CB5 of the adopted Wychavon District Local Plan, ENV13, ENV15, ENV16, SUR7 and SUR8 of the Wychavon District Local Plan Review Revised Deposit, Planning Policy Guidance Note 19 and the adopted supplementary planning guidance Shopfront Design Guide.
