This decision is subject to the following conditions:

  1. The site lies within an established residential area where the creation of a cul-de-sac, together with plot sizes significantly smaller than those in the area and immediately adjoining the site, would result in a form of development which would be out of character with the existing pattern of residential development in the road and surrounding area. It would also introduce backland development which would be out of character with that adjoining the site and surrounding area. Furthermore, the change in levels across the site would result in overlooking and loss of privacy to and from the existing and proposed dwellings.

    In addition, the proposal would result in the construction of new dwellings in close proximity to the boundary with the adjoining Droitwich Conservation Area. This would have a harmful impact on the Conservation Area which is presently well screened from the existing dwellings and gardens.

    The site is covered by a Tree Preservation Order and lies within a mature landscaped setting. The proposed development would result in the loss of many mature and semi-mature trees covered by the Tree Preservation Order and as a result would have a harmful impact on the amenity of the site and surrounding area. The proposal, if approved, would lead to further pressure for works to be carried out to the trees which would be difficult to refuse and ultimately lead to the removal of further protected trees.

    The proposals would therefore be contrary to policies D11, CTC5 and CTC19 of the Worcestershire County Structure Plan, policies CB3, H8, H20 and H21 of the adopted Wychavon District Local Plan and policies GD2, SUR1A, ENV7A, ENV13 and SUR5 of the Wychavon District Local Plan Review Revised Deposit.

  2. Approval of this proposal would be likely to result in the submission of further similar proposals which would be more difficult to resist and would lead to the progressive harm to the character of this residential area.

  3. Notwithstanding the above, the proposal would require a contribution towards the provision of open space, education facilities and cycling infrastructure as required by policy IMP1 of the Worcestershire County Structure Plan and Policy H23 of the Wychavon District Local Plan and Policy COM13 of the Wychavon District Local Plan Review Revised Deposit, which would be secured by way of a Section 106 Agreement. The applicant has made no offer of any such agreement.
