This decision is subject to the following conditions:
The proposal will involve the tipping of approximately 2,000 cubic metres of excavated spoil within the River Severn Floodplain, which is not acceptable to the Environment Agency. The construction of the pools would result in approximately 50 mm of soil being deposited over the floodplain on the site, which constitutes a significant net loss of flood storage within the River Severn functional floodplain. This would therefore be contrary to Policy CTC8 of the Worcestershire County Structure Plan, Policy BC8 of the adopted Wychavon District Local Plan and ENV17 of the Wychavon District Local Plan Review Revised Deposit.
The size of the proposed pools would result in a substantial amount of soil being deposited on the surrounding land. This would have a significant visual impact on the landscape and result in the deposition of material which may encourage the growth of inappropriate plants in the adjoining wetland area, contrary to the objectives of policies C5 and C7 of the Wychavon District Local Plan and policies ENV1 and ENV7 of the Wychavon District Local Plan Review First Deposit. and policies CTC1 and CTC12 of the Worcestershire County Structure Plan.
The applicant has failed to submit any hydrological survey to demonstrate whether the construction of the pools would result in a change to the water table level which would be likely to have a detrimental impact on the existing, adjacent wetland habitat. In the absence of any such information it is difficult to assess the impact that the proposed pools would have on the existing water table. It is the Council's view that there may be a change in the water table level which would be likely to have a harmful impact on the existing wetland habitat, which would be contrary to Policy CTC12 of the Worcestershire County Structure Plan, Policies C5 and C7 of the adopted Wychavon District Local Plan and policies ENV5, ENV6 and ENV7 of the Wychavon District Local Plan Review Revised Deposit.
The development of the proposed pools would be likely to result in the generation of additional traffic to the site and scattered parking of vehicles within the existing field. This would have a harmful impact on this very attractive area of open countryside and be in close proximity to the existing right of way and the River Severn. This would be harmful to the visual amenity of the area and to the amenity of the occupiers of the adjoining residential property Old Croft Cottage. The proposal would therefore be contrary to policy CTC1 of the Worcestershire County Structure Plan, Policy BC1 of the adopted Wychavon District Local Plan and policy ENV1 of the Wychavon District Local Plan Review Revised Deposit.
