This decision is subject to the following conditions:

  1. Application for approval of reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission. The development hereby permitted shall be begun either before the expiration of:

    (a) five years from the date of this permission

    or

    (b) before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later.

    Reason - In accordance with the requirements of Section 92(2) of the Town and Country Planning Act 1990

  2. Approval of the details of the siting, design and external appearance of the building(s), the means of access thereto and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority in writing before any development is commenced.

    Reason - This permission is in outline only and further details of the reserved matters are required to ensure satisfactory development.

  3. The permission shall relate to the amended plan(s) dated 24th July 2003 and no other.

    Reason - To define the permission.

  4. Details of the form, colour and finish of the materials to be used externally on the walls and roofs shall be subject to the approval, in writing, of the Local Planning Authority before any work on the site commences.

    Reason - To ensure that the development is visually satisfactory.

  5. All existing trees and hedges on site unless otherwise indicated on the approved plan to be removed, shall be retained and shall not be felled, topped or lopped or otherwise removed without the previous written consent of the Local Planning Authority.

    Reason - To preserve the amenities of the locality.

  6. Details of the surface materials of roads, paths, parking areas and other hard surfaces, shall be submitted to and approved by the Local Planning Authority before development commences.

    Reason - In order to ensure that the overall appearance of the development is satisfactory.

  7. No development shall take place until a scheme for provision of screen walls/fences has been submitted to, and approved by, the Local Planning Authority.

    Reason - To ensure that the development is visually satisfactory.

  8. Notwithstanding the indicative siting of a dwelling and detached garage, which has been shown on the block plan, the siting of any dwelling is reserved for future consideration as part of a formal reserved matters application.

    Reason - The siting shown on the plans submitted it is unacceptable and to allow the Local Planning Authority to reserve the right to fully consider siting at a reserved matters stage.

  9. The dwelling shall be single storey with no windows above wall plate height unless otherwise agreed in writing with the Local Planning Authority.

    Reason - In the interests of the amenities of the neighbouring properties.

  10. Notwithstanding the information submitted on the application form, the means of the disposal of surface water shall be fully considered with the submission of any reserved matters application.

    Reason - There are no separate public surface water sewers in the locality of this site and soakaways or discharge into the land drainage system is not appropriate due to existing flooding problems in the area therefore an alternative means of attenuation or water harvesting is required for surface water runoff.

  11. The development hereby permitted shall not commence until drainage works for the disposal of both surface water and foul sewerage have been carried out in accordance with the details to be submitted to and approved by the Local Planning Authority.

    Reason - To ensure that the development is provided with a satisfactory means of drainage as well as to reduce the risk of creating or exacerbating a flooding problem and to minimise the risk of pollution.

  12. Before any other works hereby approved on the application site are commenced, the new combined entrance shall be set back 5 metres from the nearside edge of the adjoining carriageway. On each side of the set back entrance splays shall be formed at an angle of 45 degrees with the highway boundary and the whole of the splayed areas shall be graded and cleared so that no part thereof exceeds a height of 0.6m above the relative level of the adjoining carriageway.

    Reason - In the interests of highway safety.

  13. Before any other works hereby approved are commenced, the construction of the combined vehicular access shall be carried out in accordance with a specification to be submitted to and approved in writing by the Local Planning Authority, at a gradient not steeper than in 1 in 12.

    Reason - In the interests of highway safety.

  14. Before any other works hereby approved are commenced, the access into the application site shall be so constructed that there is clear visibility from a point 0.6m above the level of the adjoining carriageway at the centre of the access 2 metres from and parallel to the entire length of the land edged red and blue on the deposited plan. Nothing shall be planted, erected and/or allowed o grow on the area of land so formed which would obstruct the visibility described above.

    Reason - In the interests of highway safety.

  15. Prior to the first occupation of the dwelling hereby approved the existing vehicular access onto the adjoining highway shall be permanently closed. Details of the means of closure and reinstatement of this existing access shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of work on the development hereby approved.

    Reason - To ensure the safe and free flow of traffic using the adjoining County highway.

  16. Prior to the first occupation of the dwelling hereby approved space shall be laid out within the land edged red and blue on the deposited plan for the parking and turning of vehicles to comply with the Councils standards to serve both the existing and proposed dwellings. The parking and turning areas shall be properly consolidated, surfaced and drained in accordance with details to be submitted to and approved in writing by the Local Planning Authority and these areas shall not thereafter be used for any other purpose than the parking and turning of vehicles.

    Reason - In the interests of highway safety and to ensure the free flow of traffic using the adjoining highway.

  17. Development shall not begin until parking for site operatives and visitors has been provided within the application site in accordance with details to be submitted to and approved by the Local Planning Authority and such provision shall be retained and kept available during construction of the development.

    Reason - To prevent indiscriminate parking in the interests of highway safety.
