Decision: Approved - Planning application

This decision is subject to the following conditions:

  1. The development hereby permitted shall be begun before the expiration of five years from the date of this permission.

Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990.

  2. There shall be no more than 532 pupils educated at the school at any one time, without the prior approval of the Local Planning Authority to an application in that behalf.

Reason - The Council have accepted the figures given for traffic generation associated with the estimated overall numbers of pupils at the school, but wish to be able to review the situation, should an increase in pupil numbers be proposed, to enable the effects on highway and amenity matters to be further considered.

  3. The materials to be used in the construction of the external surfaces of the extension hereby permitted shall match those used in the existing building.

Reason - To ensure that the proposed works are executed in materials, which harmonise satisfactorily with the existing building.

  4. All approved hard and soft landscaping and tree planting shall be maintained for a period of five years commencing at the completion of the final phase of implementation in accordance with the approved schedule. Any tree or other plant that is removed, uprooted or destroyed or dies or, in the opinion of the Local Planning Authority, becomes seriously damaged or defective, shall be replaced in the same position with another of the same species and size as that originally planted.

Reason - The Council considers that these requirements are necessary to protect and enhance the visual amenities of the area and to discharge its duty under S197 of the Town and Country Planning Act 1990.

  5. All existing trees and hedges on site unless otherwise indicated on the approved plan to be removed, shall be retained and shall not be felled, topped or lopped or otherwise removed without the previous written consent of the Local Planning Authority.

Reason - To preserve the amenities of the locality.

  6. Demolition, clearance or construction work and deliveries to and from the site in connection with the development hereby approved shall only take place between the hours of 08.00 and 18.00hrs Monday to Friday and 08.00 and 13.00hrs on a Saturday. There shall be no demolition, clearance or construction work or deliveries to and from the site on Sundays or Bank Holidays.

Reason - To preserve the amenities of the locality.

  7. Development shall not begin until parking for site operatives and visitors has been provided within the application site in accordance with the details previously submitted to and approved by the Local Planning Authority and this provision shall be retained and kept available during construction of the development.

Reason - To prevent indiscriminate parking in the interests of highway safety.

  8. No work shall commence on the development hereby authorised by this permission until engineering details of the improvements to Droitwich Road, A38, as indicated in principle on the deposited plan, Drawing Number, Figure 1.1.A, have been submitted to and approved in writing by the Local Planning Authority.

Reason - To ensure the safe and free flow of traffic on the highway.

  9. The improvements to Droitwich Road, A38, shall be completed in accordance with approved engineering details before the development authorised by this permission is brought into use.

Reason - To ensure the safe and free flow of traffic on the highway.

  10. All access to the proposed development, both vehicular and pedestrian, for parents, visitors and vehicles delivering goods to the school shall be gained via the existing entrance onto Grange Lane.

Reason - In the interests of highway safety.
