This decision is subject to the following conditions:

  1. The cottage is situated below the level of the adjacent road on the north boundary and above the canal on the south boundary, siting the property in a prominent location within the Conservation Area. The addition of a linked extension, as proposed, is considered to be inappropriate to the cottage creating a dominant element that would cause a visual intrusion and detract from the special architectural qualities of the listed building and its setting. The proposed development would change unacceptably, the impact the existing cottage contributes to the Conservation Area and would neither preserve nor enhance the character or appearance of that area. For the reasons given above, the application fails to meet the requirements of Policy CTC19 of the County Council Structure Plan, Policies CB3, CB4, CB5 & CB11 of the adopted Wychavon District Local Plan, Policies ENV13 and ENV15 of the Local Plan Review Revised Deposit and advice given in Government Guidance PPG15.

  2. Notwithstanding the above reason for refusal, it is noted that details on the submitted plans do not accurately reflect the design of the existing building.
