Decision Date: 18 August 2003
Case Officer: Mark Lynch
Status: Appeal Decided
Decision: Refused - Change of Use
This decision is subject to the following conditions:
The application site lies within a prominent and visually important open space within this street. The proposed development would, by virtue of its elevated position, prominent siting and likelihood of vehicles being parked on the drive, be seriously harmful to the character and appearance of the locality. The proposed development would thereby be contrary to the aims and objectives of Policies CB25 of the adopted Wychavon District Local Plan and GD2, COM14 and SUR1A of the Wychavon District Local Plan Review (Revised Deposit).
The application site occupies an elevated and relatively open area of land, relative to the surrounding dwellings along Old Post Office Road. It is likely that the increase in traffic movements and glare of vehicle headlights after dark, resulting in light spillage onto the front elevations of adjoining residential properties, would result in harm being caused to local residential amenity. The proposed development would thereby be contrary to the aims and objectives of Policy GD2 of the Wychavon District Local Plan Review (Revised Deposit).
