This decision is subject to the following conditions:

  1. The development hereby permitted shall be begun before the expiration of five years from the date of this permission.

    Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990.

  2. The permission shall relate to the originally submitted plan(s) and to the amended floor plan received on 13th August 2003.

    Reason - To define the permission.

  3. Prior to any building works being first commenced, a detailed specification of the new weatherboarding showing the dimensions, profile and a description of the stain or paint finish to be applied to the boarding and maintained in perpetuity thereafter shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Second Deposit (July 2003).

  4. Prior to any building works being first commenced, a precise specification of the proposed tiles/slates to be used, a sample of at least four tiles to provide a representative range of the colour and texture of the tile, together with any ridge details and details of methods of lead flashings, shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Second Deposit (July 2003).

  5. Prior to any building works being first commenced, detailed drawings of the proposed window(s) showing design, sections through glazing bars and/or mullions, method of opening, finish and depth of external reveal, shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Second Deposit (July 2003).

  6. Prior to any building works being first commenced, detailed drawings of the proposed rooflight(s) showing design, materials and profile shall be submitted to and approved in writing by the Local Planning Authority before fixing in place and shall be fitted so that it is flush with the outer plane of the roof slope.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Second Deposit (July 2003).

  7. Prior to any building works being first commenced, detailed drawings of the proposed door(s) showing design, sections, method of opening, finish and depth of external reveal, shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Second Deposit (July 2003).

  8. All new or replacement rainwater goods shall be in black painted cast iron or cast aluminium.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Second Deposit (July 2003).

  9. Prior to any building works being first commenced, a precise specification of the proposed schedule of repairs shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policies CB5, CB9 and CB11 of the Adopted Wychavon District Local Plan (January 1998).

  10. Prior to any building works being first commenced, details of a precise specification of the proposed materials for the landscaping of the site (including roads, paths, parking areas and other hard surfaces) shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policies ENV15 and ENV16 of the Wychavon District Local Plan Review Second Deposit (July 2003).

  11. No development shall take place until details of the provision of secure parking for pedal cycles has been submitted to and approved in writing by the Local Planning Authority. The approved provision shall be available for use prior to the occupation of the building(s) to which it relates and shall be retained thereafter.

    Reason - In order to encourage the use of sustainable methods of transport and to comply with Policy M10 of the adopted Wychavon District Local Plan.

  12. The development hereby permitted shall not commence until a Green Transport Plan has been submitted to and approved by the Local Planning Authority. The plan shall be implemented upon the first occupation of the units.

    Reason - In order to encourage the use of sustainable methods of transport.

  13. The change of use hereby permitted shall not commence until an area has been properly laid out, consolidated, surfaced drained and the spaces demarked on the ground within the application site for the parking of 31 cars and the loading and unloading of 3 commercial vehicles and for car and commercial vehicles to turn so that they may enter and leave the application site in a forward gear. These areas shall thereafter be retained and kept available for those uses at all times.

    Reason - To minimise the likelihood of indiscriminate parking in the interests of highway safety.

  14. Development shall not begin until parking for site operatives and visitors has been provided within the application site in accordance with details to be submitted to and approved by the Local Planning Authority and such provision shall be retained and kept available during construction of the development.

    Reason - To prevent indiscriminate parking in the interests of highway safety.

  15. Notwithstanding the details shown on the approved plans, the position and number of rooflights in the south west elevation (View D) of Office Unit 2, shall be submitted to and agreed in writing by the Local Planning Authority, before the development is first commenced.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Second Deposit (July 2003).

  16. Notwithstanding the provisions of the Town and Country (General Permitted Development) Order 1995, or as subsequently amended, the premises shall be used solely for purposes within Class B1 of the Schedule to the Town and Country Planning (Use Classes) Order 1987, or any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order with or without modification.

    Reason - To preserve the amenities of the locality.

  17. No development shall take place within the area indicated (this would be the area of archaeological interest) until the applicants, or their agents or successors in title, has secured the implementation of a programme of archaeological work in accordance with a written scheme of investigation which has been submitted by the applicant and approved in writing by the Local Planning Authority.

    Reason - To protect archaeological interest on the site.

  18. No development shall take place until the applicants, or their agents, or successors in title have undertaken and submitted to the Local Planning Authority a Wildlife Survey and Programme of Implementation of the application site to assess whether any bats or other species protected by the Wildlife Countryside Act 1991 are resident on site. The submitted details shall include timing of the works and other measures which may be required to ensure no resident Protected Species or their habitats are disturbed by the works hereby authorised. The development shall not commence until the Wildlife Survey and Programme of Implementation has been approved in writing by the Local Planning Authority, and the approved works or other measures carried out on site.

    Reason - In order to ensure species protected by the Wildlife and Countryside Act 1991 are not disturbed.
