This decision is subject to the following conditions:

1. The development hereby permitted shall be begun before the expiration of five years from the date of this permission.
   
   Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990.

2. Details of the form, colour and finish of the materials to be used externally on the walls and roofs shall be subject to the approval, in writing, of the Local Planning Authority before any work on the site commences.
   
   Reason - To ensure that the development is visually satisfactory.

3. The development hereby permitted shall not commence until an area has been properly laid out, consolidated, surfaced, drained and the spaces demarked on the ground within the application site in accordance with the approved plan and for cars and commercial vehicles to turn so that they may enter and leave the application site in a forward gear. These areas shall thereafter be retained and kept available for those uses at all times.
   
   Reason - To minimise the likelihood of indiscriminate parking in the interests of highway safety.

4. The hours of operation of the car store hereby approved, and deliveries to and from the car store, shall be limited to 0800-1800 hours Monday to Friday and 0800-1300 hours on a Saturday and at no time on a Sunday or Bank Holiday.
   
   Reason - To preserve the amenities of the locality.

5. The "Rating Level" of noise from the car store shall not increase the existing background noise level by more than 5dB whilst the site is in operation. The noise level shall be determined at a point one metre in front of the most affected facade of any noise sensitive premises. The Measurements and assessments shall be made in accordance with BS4142:1997.
   
   reason - To preserve the amenities of the locality.

6. A scheme of sound attenuation of noise from the car store shall be submitted to and approved by the Local Planning Authority. The approved sound attenuation scheme shall be carried out before the use of the premises commences.
   
   Reason - To preserve the amenities of the locality.

7. No development shall take place until there has been submitted to and approved in writing by the Local Planning Authority a plan indicating the positions, design, materials and type of boundary treatment to be erected. The boundary treatment shall be completed before the use hereby permitted is commenced in accordance with a timetable agreed in writing with the Local Planning Authority. Development shall be carried out in accordance with the approved details.
   
   Reason - In order to ensure that there is an acceptable form of screening with adjacent properties.
