This decision is subject to the following conditions:

  1. Application for approval of reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission. The development hereby permitted shall be begun either before the expiration of:

    (a) five years from the date of this permission

    or

    (b) before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later.

    Reason - In accordance with the requirements of Section 92(2) of the Town and Country Planning Act 1990

  2. Approval of the details of the siting, design and external appearance of the building(s), the means of access thereto and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority in writing before any development is commenced.

    Reason - This permission is in outline only and further details of the reserved matters are required to ensure satisfactory development.

  3. No development shall take place until details of the north and south boundaries of the site have been approved by the Local Planning Authority. The dwelling shall not be occupied until the approved boundary details have been implemented in full.

    Reason - To preserve the amenities of the locality.

  4. Prior to the first occupation of the building(s) hereby approved, the existing vehicular access onto the adjoining highway shall be permanently closed. Details of the means of closure and reinstatement of the existing access shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of work on the development hereby approved.

    Reason - To ensure the safe and free flow of traffic using the adjoining highway.

  5. No development shall take place until details of the landscaping, including the front boundary treatment, of the front gardens of the two dwellings have been approved by the Local Planning Authority. The dwellings shall not be occupied until the approved scheme has been implemented in full.

    Reason - To ensure that the development is visually satisfactory.

  6. All approved hard and soft landscaping and tree planting shall be maintained for a period of five years commencing at the completion of the final phase of implementation in accordance with the approved schedule. Any tree or other plant that is removed, uprooted or destroyed or dies or, in the opinion of the Local Planning Authority, becomes seriously damaged or defective, shall be replaced in the same position with another of the same species and size as that originally planted.

    Reason - The Council considers that these requirements are necessary to protect and enhance the visual amenities of the area and to discharge its duty under S197 of the Town and Country Planning Act 1990.
