It is considered that the proposed double garage with playroom above, by virtue of its scale, bulk, height and siting, would be visually obtrusive and unduly dominant in relation to the existing cottage. As such, the building would adversley affect the visual amenities of the locality and be harmful to the setting of the listed building. The proposal is therefore contrary to Policy CB5 of the adopted Wychavon District Local Plan (January 1998) and Policies GD2, SUR1A and ENV16 of the Wychavon District Local Plan Review Revised Deposit (July 2003).
