This decision is subject to the following conditions:
The site is located outside and away from any adopted settlement boundary within the adopted Local Plan. The site is unable to be easily and safely accessible by cycle or on foot and the use of the site would be intensified from its existing, residential flat use. The use in this rural location away from any settlement boundary is therefore not considered to be sustainable and the use of this building as a children's day nursery is considered to conflict with Policy COM11 of the Local Plan Review Revised Deposit.
Visibility at the existing access is severely restricted and its use in connection with the proposed commercial development would be contrary to the interests of highway safety.
There is a major hazard installation, in the form of as gas pipeline in the vicinity of the site. The possibility remains that a major accident could occur at the installation and there is a sufficiently high risk of harm to people at the proposed development from the hazardous substances at the major hazard site. This is considered to conflict with Policy ENV23 of the Wychavon District Local Plan Review Revised Deposit.
