This decision is subject to the following conditions:
The development hereby permitted shall be begun before the expiration of five years from the date of this permission.
Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990.
The garage conversion and extension hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling currently known as 'Norcelia, Laurels Road, Offenham'.
Reason:- An additional separate unit of accommodation would not be permitted in this location because of the site's location outside a recognised development boundary. This condition is appropriate in the light of advice within PPG1 and Circular 11/95.
The materials to be used in the construction of the external surfaces of the extension hereby permitted shall match those used in the existing building.
Reason - To ensure that the proposed works are executed in materials, which harmonise satisfactorily with the existing building.
The existing vehicular access to the site shall be stopped up and its use permanently abandoned prior to the occupation of the development hereby approved.
Reason:- To ensure a separate access is not established to the development hereby approved, in accordance with Policy H13 of the adopted Wychavon District Local Plan.
The development hereby approved shall be implemented in accordance with the amended plan received on 20th August 2003.
Reason:- To define the permission.
Before any other works hereby approved are commenced, the construction of the vehicular access shall be carried out in accordance with a specification to be submitted to and approved in writing by the Local Planning Authority, at a gradient not steeper than 1 in 12.
Reason - In the interests of highway safety.
Development shall not begin until parking for site operatives and visitors has been provided within the application site in accordance with details to be submitted to and approved by the Local Planning Authority and such provision shall be retained and kept available during construction of the development.
Reason - To prevent indiscriminate parking in the interests of highway safety.
