This decision is subject to the following conditions:

  1. The demolition of the cottage and the erection of a pair of semi-detached dwellings would result in the creation of an additional dwelling on this site, which is located beyond the defined settlement boundary in the adopted Wychavon District Local Plan and is within the open countryside. The proposal, in principle, is therefore contrary to Policies SD8, D14 and D10 of the Worcestershire County Structure Plan, Policies BC1 and H9 of the adopted Wychavon District Local Plan and Policy GD1 of the Wychavon District Local Plan Review Revised Deposit.

  2. Notwithstanding the above, it is considered that a pair of semi-detached cottages would be substantially greater in volume and height than the existing modest single storey bungalow and would therefore not be of a comparable size or scale. As such, the proposal would be contrary to Policy H9 of the adopted Wychavon District Local Plan and Policy RES12 of the Wychavon District Local Plan Review Revised Deposit.

  3. No accurate survey of the site frontage and adjacent land has been submitted and therefore the Local Planning Authority, in consultation with the Highway Authority, is unable to determine whether the required visibility splays can be achieved. Furthermore, without this information, the visual impact of provision of the visibility splay upon the character of the area cannot be fully considered.
