This decision is subject to the following conditions:
Notwithstanding the indicative siting of the proposed dwelling on the site plan drawing number MJT/DP/02 accompanying the application, it is considered that to satisfactorily accommodate a dwelling on the site it would need to be sited sunstantially further forward on the plot which would be considerably in advance of the neighbouring property at 1 St Nicholas Road. A one and a half storey dwelling would be unduly obtrusive to the amenities of the occupiers of the neighbouring property and the street scene, to the detriment of the character of the area and the visual amenities of the locality. This proposal is considered to be contrary to policy H21 of the adopted Wychavon District Local Plan and policies GD2 and SUR1A of the Local Plan Review Revised Deposit.
The proposed plot, due to its width and length is cramped in relation to the adjoining plot sizes in St Nicholas Road. The plot severance would leave the existing property with a limited rear garden in relation to the adjoining properties in Norchard Lane to the detriment of the amenities of the occupiers of this property and the visual amenities of the immediate locality. This proposal is considered to over develop the site and is therefore contrary to policy H21 of the adopted Wychavon District Local Plan and policies GD2 and SUR1A of the Local Plan Review Revised Deposit.
The site is liable to flooding, and ground conditions are unlikely to be suitable for soakaways, which have been proposed for the disposal of surface water. No additional flow should be discharged into the existing land drainage system. The proposal may increase the potential for flooding and therefore does not comply with policy ENV19 of the Wychavon District Local Plan Review Revised Deposit Draft.
