This decision is subject to the following conditions:

  1. The site lies outside of the development boundary as defined in the adopted Wychavon District Local Plan, and is within an area of open countryside characterised by the best and most versatile agricultural land. It is the policy of the Local Planning Authority to contain development within the existing settlement boundary. This proposal would be contrary to Policy BC1 of the Wychavon District Local Plan and to Policy GD1 of the Wychavon District Local Plan Review.

  2. It is considered that the size, number, design and location of the proposed buildings would be materially harmful to the appearance and character of the locality and wider landscape, contrary to Structure Plan policies SD2 and CTC1; contrary to District Local Plan Policy C13 and to District Local Plan Review Policies GD2, ENV1 and COM17. This proposal would also conflict with the advice contained within paragraphs F1 and F2 of Annex F of PPG7.

  3. It is considered that the change of use of this agricultural land to a mixture of agricultural, equestrian and riding school uses would be likely to lead to a proliferation of stables, field shelters, tack rooms and other related structures and paraphernalia, materially harmful to the visual amenities of this location and contrary to Structure Plan policy CTC1; to District Local Plan policies BC1 and C13; and to District Local Plan Review policies GD1, GD2, ENV1 and COM17. This proposal would also conflict with the advice contained within paragraphs F1 and F2 of Annex F of PPG7.
