This decision is subject to the following conditions:
Application for approval of reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission. The development hereby permitted shall be begun either before the expiration of:
(a) five years from the date of this permission
(b) before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later.
Reason - In accordance with the requirements of Section 92(2) of the Town and Country Planning Act 1990
Approval of the details of the siting, design and external appearance of the building(s), the means of access thereto and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority in writing before any development is commenced.
Reason - This permission is in outline only and further details of the reserved matters are required to ensure satisfactory development.
The occupation of the dwelling shall be limited to a person solely or mainly working, or last working, in the locality in agriculture or in forestry, or a widow or widower of such a person, and to any resident dependants.
Reason - The Council would not be prepared to grant consent for the proposed development,unconnected with the use of adjoining land for agricultural or similar purposes.
Details of the form, colour and finish of the materials to be used externally on the walls and roofs shall be subject to the approval, in writing, of the Local Planning Authority before any work on the site commences.
Reason - To ensure that the development is visually satisfactory.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995, as amended, nothing in Article 3 and Schedule 2 to that Order shall operate so as to permit any development specified in Part 1, Classes A to D of the said schedule and no such development shall be carried out at any time without an express grant of planning permission under Part III of the Town and Country Planning Act 1990.
Reason - In order that the Local Planning Authority can gain control over the development and ensure that the size of the dwelling remains commensurate with the size of the holding.
The floor area of the dwelling hereby approved shall not exceed 150 square metres.
Reason - The dwelling proposed should be commensurate with the size of the holding, as set out in PPG7 and in line with the District Council's Policy AG8 in the adopted District Local Plan and Policy COM8 of the District Local Plan Revised Deposit.
The ground floor level of the dwelling hereby approved shall be set at least 750mm above the established 1:100 year flood level. A detailed level survey for the site of the dwelling itself shall be submitted with the detailed application for the dwelling.
Reason - In order to ensure that the dwelling will not be subject to flooding and to ensure that it is not erected at a level which would be visually obtrusive.
