This decision is subject to the following conditions:

  1. The development hereby permitted shall be begun before the expiration of five years from the date of this permission.

    Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990.

  2. The permission shall relate to the originally submitted plan(s) and to the amended site plan received on 5th September 2003.

    Reason - To define the permission.

  3. Prior to any building works being first commenced, detailed drawings of the proposed opening to be formed through the sole plate on truss position 6, shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB1 of the Adopted Wychavon Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review First Deposit (June 2002).

  4. Prior to any building works being first commenced, detailed drawings of the proposed window(s) showing design, sections through glazing bars and/or mullions, method of opening, finish and depth of external reveal, shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Revised Deposit (July 2003).

  5. Prior to any building works being first commenced, details of the proposed new framing/repairs, using traditional methods with pegged mortice and tenon joints, as well as details of method of infilling panels, shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Revised Deposit (July 2003).

  6. Prior to any building works being first commenced, detailed drawings of the proposed rooflight(s) showing design, materials and profile shall be submitted to and approved in writing by the Local Planning Authority before fixing in place and shall be fitted so that it is flush with the outer plane of the roof slope.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Revised Deposit (July 2003).

  7. Prior to any building works being first commenced, detailed drawings of the proposed door(s) showing design, sections, method of opening, finish and depth of external reveal, shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Revised Deposit (July 2003).

  8. All new or replacement rainwater goods shall be in black painted cast iron or cast aluminium.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Revised Deposit (July 2003).

  9. Prior to any building works being first commenced, a precise specification of the proposed schedule of repairs shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policies CB5, CB9 and CB11 of the Adopted Wychavon District Local Plan (January 1998).

  10. No development shall take place until details of the provision of secure parking for 6 pedal cycles has been submitted to and approved in writing by the Local Planning Authority. The approved provision shall be available for use prior to the occupation of the building(s) to which it relates and shall be retained thereafter.

    Reason - In order to encourage the use of sustainable methods of transport and to comply with Policy M10 of the adopted Wychavon District Local Plan.

  11. The development hereby permitted shall not commence until a Green Transport Plan has been submitted to and approved by the Local Planning Authority. The plan shall be implemented upon the first occupation of the units.

    Reason - In order to encourage the use of sustainable methods of transport.

  12. No development shall take place within the area indicated (this would be the area of archaeological interest) until the applicants, or their agents or successors in title, has secured the implementation of a programme of archaeological work in accordance with a written scheme of investigation which has been submitted by the applicant and approved in writing by the Local Planning Authority.

    Reason - To protect archaeological interest on the site.

  13. No development shall take place until full details of both hard and soft landscape works have been submitted to and approved by the Local Planning Authority. These details shall include:

    1. treatment of the development site boundaries (including position, design, materials and type of boundary treatment);

    2. planting plans, including tree, hedge, shrub and grassed area planting and a written specification (including cultivation and other operations associated with plant and grass establishment);

    3. a schedule of plants noting species, plant sizes and proposed numbers and densities;

    4. a programme of implementation;

    5. a schedule of maintenance for a period of five years commencing at the completion of the final phase of implementation, the schedule to make provision for the replacement, in the same position, of any plant that is removed, uprooted or destroyed or dies or, in the opinion of the Local Planning Authority, becomes seriously damaged or defective, with another of the same species and size as that originally planted.

    The works shall be carried out in accordance with the approved details, the programme of implementation and the schedule of maintenance.

    Reason - The Council considers that these requirements are necessary to protect and enhance the visual amenities of the area and to discharge its duty under S197 of the Town and Country Planning Act 1990.

  14. This permission relates only to the conversion of the building(s) and does not permit any rebuilding or major repair other than as set out in the approved plans and the details of the application.

    Reason - In order to define the permission, which has only been granted for the conversion of the building and does not authorise new building work.

  15. Notwithstanding the provisions of the Town and Country (General Permitted Development) Order 1995, or as subsequently amended, the premises shall be used solely for purposes within Class B1 of the Schedule to the Town and Country Planning (Use Classes) Order 1987, or any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order with or without modification.

    Reason - To preserve the amenities of the locality.

  16. The change of use hereby permitted shall not commence until an area has been properly laid out, consolidated, surfaced, drained and the spaces demarked on the ground within the application site in accordance with the approved plans and for cars and commercial vehicles to turn so that they may enter and leave the application site in a forward gear. This area shall thereafter be retained and kept available for those uses at all times.

    Reason - To minimise the likelihood of indiscriminate parking in the interests of highway safety.

  17. Development shall not begin until parking for site operatives and visitors has been provided within the application site in accordance with details to be submitted to and approved by the Local Planning Authority and such provision shall be retained and kept available during construction of the development.

    Reason - To prevent indiscriminate parking in the interests of highway safety.

  18. Demolition, clearance or construction work and deliveries to and from the site in connection with the development hereby approved shall only take place between the hours of 08.00 and 18.00hrs Monday to Friday and 08.00 and 13.00hrs on a Saturday. There shall be no demolition, clearance or construction work or deliveries to and from the site on Sundays or Bank Holidays.

    Reason - To preserve the amenities of the locality.
