This decision is subject to the following conditions:
The development hereby permitted shall be begun before the expiration of five years from the date of this permission.
Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990.
The permission shall relate to the originally submitted plan(s) and to the amended plans received on 23rd September 2003.
Reason - To define the permission.
Details of the form, colour and finish of the materials to be used externally on the walls and roofs shall be subject to the approval, in writing, of the Local Planning Authority before any work on the site commences.
Reason - To ensure that the development is visually satisfactory.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995, as amended, nothing in Article 3 and Schedule 2 to that order shall operate so as to permit any development specified in Part 1, Classes A-D of the said schedule and no such development shall be carried out at any time without an express grant of planning permission under Part III of the Town and Country Planning Act 1990.
Reason - In order that the Local Planning Authority can gain control over the development and preserve the amenities of the adjoining properties.
Notwithstanding the provision of the Town and Country Planning (General Permitted Development) Order 1995, as amended, no additional doors or windows shall be inserted in the side elevations of the dwelling hereby approved.
Reason - To preserve the amenities of adjoining properties.
The proposed staircase window on the eastern side elevation of the dwelling hereby approved shall be obscure glazed, prior to the occupation of the dwelling, and shall be retained as such thereafter.
Reason - In the interest of the amenities of the adjacent occupier.
Demolition, clearance or construction work and deliveries to and from the site in connection with the development hereby approved shall only take place between the hours of 08.00 and 18.00hrs Monday to Friday and 08.00 and 13.00hrs on a Saturday. There shall be no demolition, clearance or construction work or deliveries to and from the site on Sundays or Bank Holidays.
Reason - To preserve the amenities of the locality.
The garage hereby approved shall only be used for the domestic storage purposes incidental to the domestic use of the dwelling and shall not be used for commercial or business purposes or converted into habitable accommodation.
Reason - In order to prevent the overdevelopment of the site and to protect the amenities of the area.
The existing trees on the western boundary of the site, indicated to be removed, shall be removed and the replacement fence erected on the boundary of the site, before the dwelling hereby permitted is first erected, or first occupied, as shall be agreed in writing by the Local Planning Authority before work commences on the site.
Reason - To preserve the amenities of the occupiers of the existing adjoining dwelling.
All existing trees and hedges on site unless otherwise indicated on the approved plan to be removed, shall be retained and shall not be felled, topped or lopped or otherwise removed without the previous written consent of the Local Planning Authority.
Reason - To preserve the amenities of the locality.
No development shall take place until there has been submitted to and approved in writing by the Local Planning Authority on scheme of landscaping adjacent to the western boundary of the site, and a programme for implementation.
Reason - In the interest of amenity and to ensure a satisfactory development of the site.
The dwelling hereby approved shall be erected at the reduced ground levels shown on the amended plans, Drawing NosOPN/02 Rev B., and OPN/03 Rev. A received on 23rd September 2003.
Reason - In the interests of the amenities of the existing, adjacent occupiers and the visual amenities of the area.
The development hereby permitted shall not be brought into use until the access, turning area and parking facilities shown on the approved plan have been properly consolidated, surfaced, drained and otherwise constructed in accordance with details to be submitted to and approved in writing by the Local Planning Authority and these areas shall thereafter be retained and kept available for those uses at all times.
Reason - In the interests of highway safety and to ensure the free flow of traffic using the adjoining highway.
