This decision is subject to the following conditions:

  1. The proposal would result in residential development outside the settlement boundary defined in the adopted Wychavon District Plan and within the Green Belt, where there is a presumption against any further residential development which would extend the settlement into the open countryside. No evidence has been provided to justify allowing a permanent dwelling in this unsustainable rural location in the Green Belt. The proposal is therefore contrary to Policies SD6, SD7, D12 and D39 of the Worcestershire County Structure Plan, Policies BC2 and H9 of the Wychavon District Local Plan, Policies SR7 and GD1, of the Wychavon District Local Plan Revised Deposit and advice contained in PPG2.

  2. A permanent dwelling and associated curtilage and resultant paraphernalia that would result in the curtilage would intensify the visual impact of the development on this sensitive site in the Green Belt. It would result in the loss of an important visual gap within the street scene and would adversely affect the character and appearance of this open landscape and would be harmful to the Green Belt. This would be contrary to Polices CTC1 of the adopted Worcestershire County Structure Plan and Policy ENV1 of the Wychavon District Local Plan Revised Deposit.

  3. Approval of this proposal would be likely to result in the submission of further similar proposals in the District, which would be more difficult to resist and would lead to the progressive harm to the character of the open countryside and Green Belt contrary to the advice in PPG7 and PPG2.

  4. The approach road leading to Cookhill Farm together with its junction onto Evesham Road, A441, is unsuitable in its present form to serve the additional traffic which would be generated by the proposed development. Moreover, the junction of Evesham Raod, A441, and the approach driveway leading to the application site has restricted visibility and the intensification of its use in connection with the proposed development would be contrary to the interests of highway safety and would fail to comply with Policy GD2 of the Wychavon District Local Plan Revised Deposit.
