The proposed annexe, because of the detached nature and high degree of self-containment of the accommodation, is tantamount to a new dwelling in the open countryside and could be used as a dwelling independent of the existing house. The applicant has also failed to demonstrate that an extension to the existing dwelling, to provide the ancillary accommodation required, is not a practical option. Future proposals to sever the annexe which, with the proposed garage accommodation has the form of a detached bungalow, from the existing house would consequently be difficult to resist despite a policy presumption against the erection of new dwellings in rural locations outside settlements in order to protect the character of the surrounding countryside. The proposal is therefore contrary to Policy D10 of the approved Worcestershire County Structure Plan, Policies H13 and BC1 of the adopted Wychavon District Local Plan and Policies SUR10, GD1 and GD2 of the Wychavon District Local Plan Revised Deposit.
