This decision is subject to the following conditions:

  1. The permission shall relate to the amended plan(s) dated 7th November 2003 and no other.

    Reason - To define the permission.

  2. Before 31st March 2004, a planting scheme shall be fully implemented adjacent to the whole length of fence which fronts to Owletts Lane. The scheme shall comprise the planting of at least one evergreen climbing plant and four evergreen ground cover plants in front of each fence panel, with the climbing plants supported on wires where necessary. Any variation in the first planting of the scheme shall only be carried out with the prior written approval of the Local Planning Authority.

    Reason - The Council considers that these requirements are necessary to protect and enhance the visual amenities of the area and to discharge its duty under S197 of the Town and Country Planning Act 1990.

  3. All the above planting shall be maintained for a period of five years commencing at its completion. Any plant which is removed, uprooted, or destroyed or dies or, in the opinion of the Local Planning Authority becomes seriously damaged or defective, shall be replaced in the same position with another of the same species and size as that originally planted, and no later than the first date of 31st March following the loss.

    Reason - The Council considers that these requirements are necessary to protect and enhance the visual amenities of the area and to discharge its duty under S197 of the Town and Country Planning Act 1990.
