This decision is subject to the following conditions:
The adopted Worcestershire County Structure Plan seeks to limit housing development to sites within towns and villages, except for those dwellings which are essential to meet the needs of agriculture or forestry and where it can be demonstrated that the need for the proposed development could not be met within an existing settlement. This overall County Strategy has been amplified by the District Council in the form of the Wychavon District Local Plan which defines the limits of the towns and villages within the district as a basis for the consideration of planning applications. The application site lies outside the area defined by the development boundary where development is generally resisted unless in accordance with policies H9, AG2 and AG8 of the adopted Wychavon District Local Plan and Policy D10 of the adopted Worcestershire County Structure Plan. The proposal would be contrary to the provisions of the Development Plan and be prejudicial to County Strategy.
In the opinion of the Local Planning Authority, the proposed development does not have sufficient agricultural justification for its siting beyond the settlement boundary in relation to the provisions of policies H9, AG2 and AG8 of the adopted Wychavon District Local Plan, D10 of the adopted Worcestershire County Structure Plan, policy COM8 of the Wychavon District Local Plan Review and the guidance and advice set out in Annexe 1 of PPG7 The Countryside - Environmental Quality and Economic and Social Development.
