Visibility at the proposed access is severely restricted to the south and its increased use in connection with the proposed development would be contrary to the interests of highway safety.
The application site forms an 'L'-shaped plot, assembled from the garden areas of existing dwellings. Existing residential development in the immediate vicinity of the application site is low density and scattered in form, giving an open, rural character to this part of the village of Kinsham. The proposal would create an undesirable piecemeal form of development on backland and would be out of character with the locality and detrimental to the amenities of adjoining dwellings by virtue of the awkward shape of the plot and siting of the dwelling approximately 60m from the Cheltenham Road (B4079). The proposal is therefore contrary to Policies H8 and H20 of the adopted Wychavon District Local Plan, Policies GD1 and GD2 of Wychavon District Local Plan Review (Revised Deposit) and central government advice within PPG3.
