This decision is subject to the following conditions:

  1. The proposed development lies outside the defined development boundary for Defford as shown on the proposals Map of the adopted Wychavon Local Plan, where it is the policy of the Local Planning Authority to contain the settlement and not to permit further residential development which would extend the settlement into the surrounding rural area, unless it can be demonstrated that such housing is essential for the day to day operation of farming or forestry enterprises and that the need for such housing could not be met by an existing dwelling either on the holding or within the surrounding area. No such exception applies in this case and, in the opinion of the Local Planning Authority, the circumstances of this case are not so exceptional as to justify the overriding of established planning policies. The proposed development is, therefore, contrary to policies SD4, SD8 and D10 of the adopted Worcestershire County Structure Plan, policies BC1 and H9 of the adopted Wychavon District Local Plan and policy GD1 of the Wychavon District Local Plan Review (Revised Deposit).
