The proposed disabled access ramp and steps will obstruct the footway and force pedestrians to walk within the carriageway of Bridge Street which would be contrary to the interests of highway safety.
The application site consists of a Grade II listed building in a central location within the Evesham Conservation Area. The existing front elevation of the building is symmetrical in appearance with doorways on each side of three triple light windows. The proposal to erect an 8.25 metre long external ramp and steps on the principal facade of the building will, by virtue of its size, design and siting, be disruptive to the architectural qualities of the listed building, its setting and the character and appearance of the Evesham Conservation Area, contrary to Policies ENV13, ENV15, ENV16 and ENV2 of the Wychavon District Local Plan Review (Revised Deposit), Policies CTC19 and CTC20 of the adopted Worcestershire County Structure Plan and Central Government advice contained within PPG15.
