The proposal consists of a substantial agricultural building in the middle of a field in a conspicuous position isolated from the existing farm buildings and associated farmhouse. It is a requirement of Local and County Structure Plan policies that new agricultural buildings should be located so as to be seen in the context of existing buildings on a holding, unless an applicant can demonstrate that the functional requirement of the holding requires a more isolated position. It is considered that the applicant has failed to demonstrate that there is an overriding such requirement for the building to be in this location compared to an alternative closer to the existing farm buildings. The proposal is therefore contrary to Policies BC1, E5 and AG14 of the adopted Wychavon District Local Plan, Policies GD2 and ECON7 of the Wychavon District Local Plan Review Second Deposit and Policy CTC1 of the adopted Worcestershire County Structure Plan.
