This decision is subject to the following conditions:
The site is within the Green Belt as defined within the approved Hereford and Worcester County Structure Plan, and the adopted Wychavon District Local Plan. There is a general presumption against new building; or the change of use of an existing building or land within the Green Belt, and in this case there are no exceptional circumstances to justify the granting of permission as specified in the adopted Worcestershire County Structure Plan Policy D12 and in Policies BC2 and H9 of the adopted Wychavon District Local Plan and Policies GD1 and SR7 of the Wychavon District Local Plan Review June 2003, in the approved Hereford and Worcester County Structure Plan Policy GB2.
The use of the existing field access in connection with the proposed residential development at this point on the principal road, A38, in close proximity to the traffic light junction involving additional vehicles slowing down, waiting and making turning movements would be contrary to the interests of highway safety.
The proposed development would be out of character with adjacent development by reason of its design and appearance and likely to harm the residential amenities through overlooking and loss of privacy.
Approval of this proposal would be likely to result in the submission of further similar proposals which would be more difficult to resist and would, progressively, harm this rural area.
