This decision is subject to the following conditions:
The proposal comprises a new dwelling on a plot formed partly by the demolition of the single storey side wing of the existing dwelling and use of its side garden. It is considered that this would result in a cramped form of development out of character with the street scene which is made up of semi-detached properties with gaps between them generally significantly greater than would result if this proposal were to be permitted. In addition, the proposal is reliant upon use of the adjacent grass verge for car parking which would also harm the appearance of the street scene since no the verges have been converted for such a purpose. In these ways the proposal is contrary to Policy H8 of the adopted Wychavon District Local Plan, Policies GD2 and SUR1A of the Wychavon District Local Plan Revised Second Deposit and Policy SD8 of the Adopted Worcestershire County Structure Plan.
The car parking layout indicated on the amended plan is unacceptable since the proposed spaces are undersize and vehicles parked thereon will encroach into the carriageway of Churchill Road thereby causing obstruction and dangers to road users.
Notwithstanding the above objection part of the proposed car parking lies outside the application site and therefore legally enforceable conditions could not be imposed.
