This decision is subject to the following conditions:

  1. The development hereby permitted shall be begun before the expiration of five years from the date of this permission.

    Reason - In accordance with the requirements of Section 91 (1) of the Town and Country Planning Act 1990.

  2. The permission shall relate to the originally submitted plan(s) and to the amended plans received on 30th October 2003 and 2 December 2003.

    Reason - To define the permission.

  3. This permission relates only to the conversion of the building(s) and does not permit any rebuilding or major repair other than as set out in the approved plans and the details of the application.

    Reason - In order to define the permission, which has only been granted for the conversion of the building and does not authorise new building work.

  4. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995, as amended, nothing in Article 3 and Schedule 2 to that order shall operate so as to permit any development specified in A to H inclusive of the said schedule and no such development shall be carried out at any time without an express grant of planning permission under Part III of the Town and Country Planning Act 1990.

    Reason - In order to prevent the erection of extensions to the building so as to maintain its character and form which justified the dwelling in an area of countryside where new dwellings are not normally acceptable.

  5. The garage hereby approved shall only be used for the domestic storage purposes incidental to the domestic use of the dwelling and shall not be used for commercial or business purposes or converted into habitable accommodation.

    Reason - In order to ensure that garage accommodation remains available for the residential use to restrict pressure for additional or alternative garaging in new buildings, which may spoil the setting and character of the barn.

  6. All existing trees and hedges on site unless otherwise indicated on the approved plan to be removed, shall be retained and shall not be felled, topped or lopped or otherwise removed without the previous written consent of the Local Planning Authority.

    Reason - To preserve the amenities of the locality.

  7. The development hereby approved shall not commence until plans showing the proposed tree and shrub planting is submitted to and approved in writing by the Local Planning Authority. The approved planting shall be retained and if any part of the planting scheme is removed or dies within 5 years of planting, it shall be replaced in the same position with the same species as originally planted, to the satisfaction of the Local Planning Authority.

    Reason - In the interest of the visual amenities of the area.

  8. Prior to the first occupation of any dwelling hereby approved space shall be laid out within the application site 3 cars to be parked and for a vehicle to turn so that it may enter and leave the application site in a forward gear. The parking area shall be properly consolidated, surfaced and drained in accordance with details to be submitted to and approved in writing by the Local Planning Authority and that area shall not thereafter be used for any other purpose than the parking of vehicles.

    Reason - In the interests of highway safety and to ensure the free flow of traffic using the adjoining highway.

  9. Development shall not begin until parking for site operatives and visitors has been provided within the application site in accordance with details to be submitted to and approved by the Local Planning Authority and such provision shall be retained and kept available during construction of the development.

    Reason - To prevent indiscriminate parking in the interests of highway safety.

  10. No development shall take place until a scheme, including samples of the materials, for provision of screen walls/fences has been submitted to, and approved in writing by, the Local Planning Authority.

    Reason - To ensure that the development is visually satisfactory.

  11. Prior to any building works being first commenced, a detailed specification of the new weatherboarding showing the dimensions, profile and a description of the stain or paint finish to be applied to the boarding and maintained in perpetuity thereafter shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Second Deposit (July 2003).

  12. Prior to any building works being first commenced, detailed drawings of the proposed window(s) showing design, sections through glazing bars and/or mullions, method of opening, finish and depth of external reveal, shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Second Deposit (July 2003).

  13. Prior to any building works being first commenced, detailed drawings of the proposed door(s) showing design, sections, method of opening, finish and depth of external reveal, shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Second Deposit (July 2003).

  14. Prior to any building works being first commenced, detailed drawings of the proposed rooflight(s) showing design, materials and profile shall be submitted to and approved in writing by the Local Planning Authority before fixing in place and shall be fitted so that it is flush with the outer plane of the roof slope.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Second Deposit (July 2003).

  15. All new or replacement rainwater goods shall be in black painted cast iron.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policy ENV15 of the Wychavon District Local Plan Review Second Deposit (July 2003).

  16. Prior to any building works being first commenced, details of a precise specification of the proposed materials for the landscaping of the site (including roads, paths, parking areas and other hard surfaces) shall be submitted to and approved in writing by the Local Planning Authority.

    Reason - To ensure the special historic and architectural interest of the building is properly maintained, in accordance with Policy CB11 of the Adopted Wychavon District Local Plan (January 1998) and Policies ENV15 and ENV16 of the Wychavon District Local Plan Review Second Deposit (July 2003).
