The proposed development lies outside the defined development boundary for Childswickham, as shown on the Proposals Map of both the adopted Wychavon District Local Plan and the Wychavon District Local Plan Review (Revised Deposit), where it is the policy of the Local Planning Authority to contain the settlement and not to permit further residential development to encroach into the surrounding rural area. The exception to this is limited to new dwellings to house agricultural workers, replacement dwellings, conversions of redundant rural buildings or dwellings to meet identified low cost housing need, all as set out in policy H9 of the adopted Local Plan, policy D10 of the adopted Structure Plan and policy GD1 of the emerging replacement Local Plan. No such exception applies in this case and, in the opinion of the Local Planning Authority, the circumstances of this case are not so exceptional as to justify the overriding of established urban restraint policies. The proposed development is, therefore, contrary to the aims and objectives of policies SD8 and D10 of the adopted Structure Plan, BC1 and H9 of the adopted Local Plan and GD1 of the Wychavon District Local Plan Review (Revised Deposit).
The proposed development would, by virtue of its design, size, scale and prominent siting close to the common boundary with Brookthorpe, constitute a prominent feature within the locality harmful to local visual amenity and harmful to the residential amenities of adjoining occupiers and out of keeping with the prevailing pattern of development established locally. The proposed development would thereby be contrary to the aims and objectives of policies SD8 of the adopted Worcestershire County Structure Plan, H20 of the adopted Wychavon District Local Plan and GD2 and SUR1A of the Wychavon District Local Plan Review (Revised Deposit).
Approval of this proposal would be likely to result in the submission of further similar proposals which would be more difficult to resist and would, progressively, harm this rural area.
